Proposed Expansion of Northern Harbour Marina

The Ministry of Natural Resources & Forestry (MNRF) Kenora District has completed a project evaluation for the Proposed Expansion of Northern Harbour Marina. A first public notice was issued on June 1, 2022. MNRF has received a request from Dockside Marine Inc. to expand Northern Harbour Marina to allow for thirteen (13) new docks which would result in approximately 188 new boat stalls. An expansion of the existing Crown Waterlot Lease issued to Dockside Marine Inc. will be required to authorize the occupation of the additional docking. Additionally, a Work Permit will be required to conduct proposed infilling of shorelands associated with the expansion. Approval of the application would be considered a “disposition” of rights to Crown resources under the Class EA for MNRF Resource Stewardship and Facility Development Projects. The applicant would be granted the rights to the Crown
resources and the right to use the Crown resource for the duration of the proposed activity during which the resource would not be available for other uses.

An evaluation and consultation process was carried out according to the Category B requirements of the Class EA for MNRF Resource Stewardship and Facility Development Projects. The evaluation indicated that potential environmental effects of the project subject to these disposition requests can be mitigated through appropriate conditions of approval. The MNRF Kenora District invites interested persons, government agencies and Indigenous communities to inspect the Project Evaluation Report for the proposed Expansion of Northern Harbour Marina.
The comment period begins June 13, 2024 and ends on July 13, 2024.

Comments must be received within the 30-day comment period, which expires on July 13, 2024. The Project Evaluation Report was completed in accordance with the process for a Category B project under the Class EA-RSFD. If at the end of this comment period MNRF considers that there are no significant outstanding concerns, MNRF may proceed to approve the requested dispositions. The applicant wishes to commence activities Summer 2024.
In addition, a request to the Ministry of the Environment, Conservation and Parks (MECP) for an order imposing additional conditions or requiring a comprehensive environmental assessment may be made on the grounds that the requested order may prevent, mitigate or remedy adverse impacts on constitutionally protected Aboriginal and treaty rights. Requests should include your full name and contact information. Requests should specify what kind of order is being requested (additional conditions or a comprehensive environmental assessment), explain how an order may prevent, mitigate or remedy potential adverse impacts, an can include any supporting information. This is to ensure that the ministry is able to efficiently begin reviewing the request.

Prior to making such a request, however, concerned parties are encouraged to speak to MNRF to seek a resolution of their concerns. If no Section 16 Order request is submitted, MNRF may proceed to implement the project, without further public notice, 30 days following the end of the comment period.
